Job Summary

As the Refugee Research and Data Analyst you will lead complex research studies, program evaluation and performance measurement to help policymakers and program administrators understand how the Economic Assistance and Employment Supports (EAESD) division is supporting refugees, asylees and other recently arrived Minnesotans through established programs and explore options for improvement.

This position will also have a primary role in reporting (including federally required reporting) related to the Refugee Resettlement Office (RPO), the Refugee Cash Assistance (RCA) program, and federal waivers impacting other food and cash assistance programs that are targeting services to refugees and immigrants. The incumbent will lead a process improvement effort to resolve the ongoing technical challenges in producing this work.

It is important in this role that the incumbent will represent the DHS Resettlement Programs Office to establish and maintain relationships with community and volunteer organizations, external researchers and programs maintaining external data sources across and within state agencies, including the Minnesota Department of Health (MDH), the Department of Employment and Economic Development (DEED) University of Minnesota

Qualifications

Minimum Qualifications

Three (3) years of professional data management and analysis experience in a research or evaluation setting that demonstrates the following experience:

  • Designing and managing project evaluations and /or research studies
  • Conducting statistical analysis
  • Writing complex queries using SQL, SAS, R (or equivalent) to extract data from relational databases
  • Experience with report writing, oral presentation or other methods of sharing analytic results (i.e. data visualization)

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures with research and community staff at all levels, within and outside of the organization.
  • Five (5) years of professional data management and analysis experience in a research or evaluation setting
  • A graduate degree in a related social science or data science field
  • Demonstrated expertise in quantitative or qualitative data collection and analysis methods
  • Knowledge of state and federal programs and resulting data systems and sets that serve Minnesota’s refugees, asylees and other recent arrivals
  • Experience with translating documents, collaborating with interpreter
  • Demonstrated data visualization expertise
  • Knowledge of current issues impacting the economic and employment circumstances of refugee, asylees and other recent arrivals
